Along U.S. Highway 101, on the edge of downtown San Francisco—a two-mile stretch of congestion, merging traffic and tangled freeway off-ramps—a billboard hangs over the edge of the elevated roadway. It is easy to stare too long at this billboard when stuck on a road where it always seems to be rush hour. The advertisement is paid for by the city of San Diego, Calif.; it reads: "That thing behind the fog, that's the sun."
