Low- and zero-emission CVs represent a "colossal opportunity for Britain to play a leading part in an industrial revolution". So said Oliver Letwin, minister for government policy, answering questions last month from the Environment, Food and Rural Affairs select committee. Letwin was addressing the committee in his role as chair of the new inter-departmental ministerial Committee on Clean Growth - set up late last year in the wake of the VW emissions scandal.
