The U.S. Coast Guard's Inland River tenders, the WLR 75' tug with 130' buoy barge and the WLIC 160' construction tender, are aging and in need of replacement due to high mechanical down time and increasing maintenance costs. The WLR and WLIC are responsible for keeping the vital maritime transportation routes of the Midwest navigable by maintaining buoys, fixed aids to navigation, and removing debris. The Heartland Waterways Vessel (HWV) is being designed as a potential replacement for both the WLR and WLIC. The HWV design is a combination of a 100' tug and a 113' barge with an articulated notch connection for an overall length of 200'. The beam for the tug is 26' and the barge is 32'. An aluminum superstructure is used over a steel hull to reduce displacement and lower the vertical center of gravity. Full load displacement is 227 LT with KG of 7.69'. Total tankage is 38,200 gallons: 11,500 gallons for fuel oil and 10,800 gallons for potable water. Maximum EHP, pushing ahead at 10 knots, is 433hp; divorced flank speed, 12 knots, requires 376 EHP. One compartment subdivivision is met in all compartments. Navy intact and damaged stability criteria are satisfied in accordance with DDS-079-1. The HWV is survivable in all load cases up to sea state 5. Power is supplied via twin Kaplan Ka 19a propellers with accelerating nozzles; John Deere 13.5L marine diesels turn Capitol Gears 3.04:1 reduction gears. Electrical loads are handled by Caterpillar C9 generator sets.
