Enforcement for congestion charging

As part of its New Transport Initiative, which began in May 1999, the City of Edinburgh Council is considering implementing a congestion charging scheme. The recommended scheme has two cordons, one around the city centre and one inside the city by-pass, and it proposed that a congestion charge should be paid for traffic travelling across either of the cordons towards the city during charged periods. Although the technology for the scheme is not likely to be prescribed, nevertheless the proposed scheme is similar to that due to come into operation in London on February 17th. It is therefore likely that a similar approach will be adopted, in which road users purchase licences and in which enforcement takes place through Automatic Number Plate Reading (ANPR).
