Developing journey time performance indicators for the urban environment using ANPR technology

摘要

This paper focuses on the experiences of Leicester City Council implementing ANPR and journey time measurement as part of the IntelCities project. The project aims to develop effective performance indicators to measure congestion on the urban road network and to consider mechanisms to distribute journey time information to help reduce congestion overall. The performance indicators which are developed will help the local authority meet the demands placed upon it by the Traffic Management Act to demonstrate the efficient management of the highway network.
