Integrated Traffic Management (ITM) seeks to address the need to co-ordinate the management of the strategic route network with that of the surrounding road network. This paper summarises the work that has been done to date by the Highways Agency to develop an ITM strategy and looks, in particular, at how access control at motorway junctions redistributes demand on the surrounding all-purpose network. A generic solution was proposed and was modelled using VISSIM to assess whether it would be operationally effective. The conclusion of the modelling was that managing the combined network as a whole delivers a benefit of between approximately 2% and 2.5% suggesting that a trial evaluation of the control techniques should be carried out to see if these benefits may realised in practice.
