Councillor Daniel Moylan, deputy leader of the Royal Borough of Kensington and Chelsea, thinks it's time traffic engineers started to think for themselves; time they abandoned the security of the traffic manual to think innovatively about safety and the effects of engineering on the built environment. He doesn't agree that guard rails, signs, pavements and other standard engineering tools always ensure safety and feels instead they create ugly and unwelcoming streets. Which is why he initiated a streetscape scheme for High Street Kensington that takes the minimalist, 'shared space', approach to engineering as pioneered by traffic engineer Hans Monderman from the Netherlands.
