This year's 'Moving On' Conference in Liverpool introduces the new and challenging subject of how to manage the implications of public transport provision for an increasingly ageing population as well as the needs of those affected by physical and mental disabilities. David Sinclair, from Help the Aged states 'as a society, we are beginning to wake up to the fact that we need to change the way we deliver services and the transport sector should be at the forefront of these changes'. This position is reinforced by Nigel Dotchin of the Department for Transport who details the government's challenges in meeting its Equal Opportunity Goals by explaining how the Government's core aim of transport policy is 'to promote accessibility as part of economic growth by ensuring that transport systems provide effective access for everyone, including disadvantaged groups'. The issues are not straightforward, and the solutions are likely to be complex particularly when a third of the population is recorded as having some form of mobility-limiting disability.
