The Traffic Management Act 2004 has bestowed certain duties on Local Authorities relating to the movement of traffic within their respective highway networks. In order to demonstrate that the Highway Authority and the appointed Traffic Manager is managing the network, an understanding of the networks operation isrnrequired. In order to achieve this operational understanding, metrics will need to be developed such that baseline operational characteristics are collected and derived and acceptable levels of operation can to be developed. Once the network operators understand the boundaries of acceptable operation, triggers can be put into place to monitorrnthese operational thresholds and subsequently investigate potential methods of maintaining acceptable levels of network operation, thus further demonstrating the management of the network. This paper sets out one Authority's approach to defining these traffic management metrics relating to the movement of traffic.
