Roger Elphick, left, has joined the management advice and support division of Transportation Planning (International) - Tpi Roger Elphick is the former Durham County Council environment director and was appointed an OBE for services to highways and transportation in 2002. He was a founder member of the UK Road Liaison Group and chaired the UK Lighting Board.
