Speed cameras arguably do what they are designed to do: since 1991 fatalities on UK roads have been on a downward trend as the punitive effects of speed fines from cameras at accident black spots have hit motorists and forced a change in attitude at those locations. Britain now has the joint lowest road accident rate in Europe. However, public opinion and acceptance of fixed-speed cameras is highly divided due to negative press coverage, their legacy image as a "money making scheme" and the perception that the State is in some way at war with the motorist.
