Less than 15 years after it first emerged as a Department for Transport (DfT)-supported research project, UTMC has become mainstream within the UK urban context with, currently, around 100 implementations. The DfT's February 2011 White Paper on Creating Growth, Cutting Carbon saw it as 'increasingly the preferred ITS platform for towns and cities in the UK', and pledged to continue to promote wider adoption in both the UK and mainland Europe as part of the implementation of the new EU ITS Directive
