ITS can be deployed at low cost but perhaps make the greatest difference in developing countries... so why not?

Any international discussion surrounding the transportation industry involves acknowledgement of "Developing Countries". They're not to be underestimated as they can still possess the technical competency to implement successful systems but also have the valuable commodity of being able to witness lessons learned from around the world. Many developing nations have a focus on either exploration of or deployment of ITS locally; as witnessed by the number of official parties travelling from China to research current international best practice and the growing number of African parties that are reaching out for experience.
