摘要

A previous paper has explained the background to the work carried out to develop and test parking policies in Bristol. As noted there, the overall research objective is to study ways of using parking controls, either on their own or combined with other measures, to reduce traffic demand in congested urban areas, and to assess the financial implications for Local Authorities and any new legislative measures that might be required. This paper describes the development of a new Traffic Restraint Analysis Model (TRAM). The model has been applied in Bristol as a case-study: the work has been part-funded by the old Avon County Council in relation to a parallel Avon Traffic Restraint Study involving tests of the impacts of road-user charging. The results of applying the model to test a range of policies in the context of Bristol will be the subject of the third and final paper in this series.
