When the history of the tobacco wars is written, the last decade of the 20th century will be seen as the wasted years in which Sovernments around the world squandered their chances of dealing with the problem of youth smoking. Contrary to the claims of many governments and many in the public health community and the anti-tobacco movement, the majority of public policies designed to prevent youth smoking have not worked. In fact, several have been arguably counterproductive through their encouragement of "reactance" in young smokers―rebelling against being told what (not) to do.
