SYRIA Drawing on evidence from Syrian rights groups and the testimony of refugees, the U.N. estimated at least 3,500 civilians have died since protests against the regime of President Bashar Assad began earlier this year. About 60 have been killed since Nov. 1, when Damascus pledged to the Arab League to take Its army off the streets. But the government keeps deploying tanks and heavy artillery against protesters.
