LIBYA The embattled regime of Muammar Gaddafi held low-key and low-level talks with the U.S. and other NATO countries. Few details were known, but U.S. officials said their side only reiterated a demand that the dictator step down. The French government-which had championed the military intervention in Libya-pressed for Gaddafi's negotiated exit. Gaddafi's Foreign Minister publicly rejected talk of his leader's forced departure. While rebel fighters have made steady gains in recent weeks, NATO's appetite for a sustained campaign has flagged.
