Adaptive training for command-and-control teams: challenges in scenario-based training

In the face of manpower reductions, which have constrained theability to train sailors shipboard via on-the-job training andmentoring, the US Navy has focused on using tactical simulations atwaterfront training facilities to bring sailors to high levels of tacticalproficiency prior to reporting aboard ship. This new trainingapproach has necessitated research and development into applyingadvanced scenario-based training approaches into the fleet trainingcurriculum. This paper will discuss the science and technology workconducted under the Adaptive Training for Combat InformationCenters (ATCIC) initiative, which focused on developing prototypeconcepts for adaptive training and assessing their effectivenesswithin scenario-based training systems. The ATCIC project approachand challenges associated with applying theoretical adaptivetraining concepts to the training of naval tactical decision-makingskills will be discussed, and recommendations for future research tosupport generalising these results across tactical domains will beprovided.
