The Bye-Laws and Regulations adopted in December 2004 introduced several significant changes to the governance of the Institution, particularly with the establishment of the Executive Board as its governing body. Since that time the focus has been on ensuring that the Board functions effectively and some changes and improvements have been made to ensure that is the case. With Council, although its role has changed, its constitution remains largely unchanged from what we had previously, apart from a bit of tinkering around the edges. Now after 4 years experience of this system of governance, it is time to ask whether it is working satisfactorily or whether further improvements could be made.
