I do not know the official reason for the requirement to distribute the reinforcement across the flange width but I imagine it is there just to control cracking in the slab remote from the web at SLS. Therefore, providing crack width checks are carried out for the portion of the slab within the effective width, it should be acceptable to concentrate a greater proportion of the reinforcement over the web. Clearly it is safe at ULS to place the reinforcement all in the web. In fact, if the reinforcement required for ULS is distributed across the width of the flange it will need to have a greater longitudinal extent before curtailment to allow for shear lag as required by clause 6.2.4(7).
