Roy Rowe, past President of IStructE and former Director General of the Cement and Concrete Association, died on 18 December 2008, aged 79. He served as IStructE President for the 1983-1984 session which included the 75th Anniversary celebrations.rnRoy was born in Southampton on 26 January 1929. He was educated at Taunton's School, Southampton and, following national service with the Royal Navy, read Mechanical Sciences at Pembroke College, Cambridge where he developed his interest in concrete.
