Temporary works form an important element of most projects: in respect of buildability, commercial certainty and, of course, safety. Unfortunately the costs are not often readily identifiable to the wider project team, thus lowering the profile, and temporary works are seen by many as a contractor's activity and responsibility. A recent study conducted by CIRIA on behalf of HSE relating to the preparedness and understanding of 'catastrophic events' in the construction industry, concluded that temporary works were a key issue: "It was apparent from many case studies that insufficient consideration was being given to the management of temporary works in its widest sense.
