The history of health and safety management in construction is the history of adverse public reaction to events; a testament to the work of certain enlightened individuals and organisations, and a gradual promotion of increased standards by government. To counter this, there has been an equally long history of resistance: often framed as objections to 'excessive paperwork' and to the perceived expense of protective measures. Those debates continue today with the pendulum of what is deemed acceptable, always in motion.
