Public Lighting Exemptions from Carbon Emissions Controls?

I am writing to express my concern about the growing inconsistencies in Government policies on public lighting. On the one hand it recognises improved lighting as a vital tool for cutting crime and reducing road traffic accidents - and through public funding and PFI initiatives, are substantially increasing the numbers and quality of UK public lighting as a result. At the same time they are looking to public lighting engineers and others in local government to substantially reduce greenhouse gas emissions through the use of less energy.
