Instability in IP arrangements due to newness of systems

In comparison with international standards, the national measures to improve intellectual property (IP) arrangements are performing well above expectations and are achieving good value for money, according to a recent Forfas review of IP arrangements in Ireland. The general consensus found by the Review of supports for exploitation of Intellectual Property from Higher Education Research, was that the processes used for implementing the national measures were effective, although, given that many of the measures are recently established and are progressively evolving to more advanced systems, this is, in some cases, being perceived as instability.
