Although there are tentative signs that economic conditions may be improving, for some engineers renewed confidence has come too late to save their jobs. Sectors such as the automotive industry have borne the brunt of job losses, leaving a pool of highly skilled individuals whose experience is nevertheless unsuitable for transfer into other areas of engineering, many of which are still facing a shortage of candidates.rnIn order to redress this imbalance, the Higher Education Funding Council for England (HEFCE), which distributes public money for teaching and research to universities and colleges, established the Economic Challenge Investment Fund (ECIF) in January 2009.
