The government has outlined how it plans to improve flood risk management in the Flood and Water Management Bill, published last month.rnThe bill aims to improve the complex arrangements for managing flood risk, as recommended in Michael Pitt's review of the 2007 floods. The current system does not take an integrated approach, with many responsible bodies failing to share information.rnProvisions in the bill mark an increased recognition that flood and coastal erosion can never be absolutely predicted or prevented. The environment department (DEFRA) is encouraging less of a focus on hard defences and more on understanding the risks and adaptation.
