California food processors expect a strong pack this summer, with produce ranging from tomatoes to tangerines flowing through canneries. They also expect to pay a heavier price for operating their food factories, however, as will the canmakers who are providing their containers.The state's legislature has never met a regulation it didn't like, and it has another scheme working this year: It's picking the pockets of processors and canmakers alike with a cap-and-trade scheme that will force them to pay millions of dollar in taxes or cut production.
