TRANS-EUROPEAN INFORMATION NETWORKS: RHETORIC AND PRACTICE

The EU documents with regard to TEINs pay only scant attention to a number of problems that may be linked to the advent of the information society. The Bangemann report, for example, mentions only the possibility of an "information gap", problems relating to equal access to networks and the possible impact of ICT on labour relations. This analysis, however, has shown that the ideal of the "information society" is far from problem-free. In fact, the very concept of the information society should be questioned. It is even extremely debatable whether this particular profession of faith will ever become a reality. In the meantime, however, the widespread extension of ICT threatens to exacerbate a number of present-day social problems. The critical points mentioned in the Bangemann report betray only the tip of the iceberg.
