As the global rollout of the first of the Big LEO networks gets underway this year, the mobile satellite industry is unsure of the answer to the question: will customers be able to use their service? After more than six years in development and several billion dollars of investment, potential mobile satcoms operators have recently, been unable to overcome regulatory restrictions that limit the use of telephone terminals in many countries where they have been marketed. Recently, aiming to get the backing of the International Telecommunication Union (ITU) for easing these restrictions, several of the operators sponsored ah ITU-run conference in Geneva, bringing together the, telecoms administrations of about 100 countries.
