N.Y. BILL MANDATING CELLPHONE RECYCLING SENT TO GOV. PATAKI

The N.Y. legislature passed a bill requiring wireless retailers to collect and recycle used cellphones. The bill (SB-8182) sent to Gov. George Pataki (R) requires retailers to accept old cellphones from customers at no charge, and to ship the phones to a recyling center. All local cellphone recycling ordinances would be preempted by this measure
