Network neutrality proposals risk significant consumer harm because they prevent network owners from making investments that would improve management of broadband Internet access networks, according to a study released Tues. by the free- market oriented Phoenix Center. The study was a cost-benefit analysis of net neutrality and concluded that it could cost more to create a 搒tupid?network that would expand bandwidth enough to accommodate new Internet services. This cost estimate contrasts with savings that could be achieved by allowing broadband providers to develop an 搃ntelligent?network with 搕rade-offs?that involve prioritization of data and other types of network deals that create efficiencies in the system, the study said.
