The FCC won't start a rulemaking to rescind an exception that allows fax-ads in the case of established business relationships (EBRs), said an order issued Thurs. by Consumer & Govt. Affairs Bureau Chief Catherine Seidel. Seidel rejected a petition by Starkle Ventures to rescind the exception to the 2005 Junk Fax Act that applies to EBRs, saying 揅ongress clearly granted the Commission authority?to address questions of when to grant an exception under the Telephone Consumer Protection Act.
