The NTIA should "develop a new management structure for federal spectrum that emphasizes spectrum sharing and examines economic incentives that foster more efficient use of spectrum," said a report by the Operational Efficiency Subcommittee of the Commerce Department's Commerce Spectrum Management Advisory Committee.
