A 700 MHz D Block spectrum item expected to appear on the Dec. 18 FCC meeting agenda did not circulate before Thanksgiving. FCC Chairman Kevin Martin did not circulate the order that would launch a re-auction of 700 MHz D Block spectrum in mid-2009. That raises questions about whether he will propose auction rules during his chairmanship, FCC officials said. However, Martin proposed two versions of rules for an AWS-3 auction, both allocating spectrum in the 2155-2180 MHz band. Martin also proposed revisions to E-911 location accuracy rules, as expected.
