The government should refrain from requiring reporting and from any other rules that would discourage private investment in cybersecurity, AT&T said in a filing with the FCC answering follow-up questions from the Oct. 2 cybersecurity workshop. Network providers are already interested in improving security because there's a clear business case for doing that, the carrier said. As for collective improvements to authentication, routing security and DNS security, "viable, cost effective solutions ... are not readily available," AT&T said. "Mandatory thresholds for reporting will be difficult to define in something as dynamic and amorphous as cyber security." It recommended a voluntary approach with three elements to encourage companies to take part: Service providers would need to know that their proprietary information would be protected, that sharing information would lead to "clear and tangible benefits" for their networks and customers, and that there's a "clear legal framework" for sharing
