The president's gesture to Cuba revived hope for undersea cable investment throughout the Caribbean, said policy research firm Medley Global Advisors. But it said that, considering how "strategic the monopoly over telecom is for the political control of the Castro administration," there's no indication that Cuban leaders are willing to open the market to new entrants soon. Cracking the enterprise market could be the toughest, in light of the Cuban government's ownership of operator ETESCA. And U.S.- based carriers would have to bid on contracts in Cuba against foreign providers with a strong presence in the region. The researcher pointed to America Movil, which owns and runs the Claro wireless band in 21 countries in the Caribbean and Latin America. Telecom Italia may be unwilling to cede its "dominant position" as the only commercial carrier in Cuba, though it could team with new entrants.
