Worried about the new shape of the Universal Service Fund, rural telcos are going to come up nwith a USF formula themselves, according to an ex parte filing by groups representing nthem: the Independent Telephone & Telecommunications Alliance, the National nTelecommunications Cooperative Association, Organization for the Promotion and nAdvancement of Small Telecommunications Companies and the Western nTelecommunications Alliance.
