CLECs Use Broadband Plan Follow-Up to Seek FCC Action Against Incumbents

XO Communications and Cbeyond will ask the FCC to order that local incumbent telcos stop ndismantling copper wire networks, to require wholesale access to fiber networks and to move nquickly on overhauling special access. The companies said they will file their suggestions in ncomments for the inquiry into the National Broadband Plan.
