AT&T, Verizon Among Carriers Pushing 1 Percent Solution for 'Traffic Pumping'

AT&T and Verizon were among the signers of a USTelecom letter asking the FCC to use the ntop 1 percent of minutes per line monthly as an indicator of what critics call traffic pumping. At n2009 rates, the benchmark limit would be 406 minutes, wrote USTelecom Vice President nGlenn Reynolds and executives of the large carriers and of Qwest, Level 3 and ZipDX.
