Almost two years after the FCC's first white spaces order, the commission unanimously napproved final rules allowing wireless broadband service in unused frequencies of the nTV band. The order offered concessions to interests from wireless mic makers and nbroadcasters to advocates of setting aside part of the band in rural areas for wireless nbackhaul. But for the most part the order changed little that Chairman Julius Genachowski nhad proposed three weeks earlier. The FCC's Office of Engineering and Technology still nmust complete rules for a geolocation database. The office will do this on delegated authority, nwithout having to ask the full commission to sign off as broadcasters had wanted.
