Bill to Card Prepaid-Cellphone Buyers Denounced

Legislation aimed at preventing terrorist attacks involving prepaid cellphones raises privacy problems and wrongly assumes that a major motivation to buy prepaid devices is to commit ncrime, said the Institute for Policy Innovation. S-3427, sponsored by Sen. Chuck Schumer, D-N.Y., and endorsed by the FBI, would require people buying prepaid cellphones to show nidentification. It would force prepaid phone companies to keep buyers' information on file, as they do with landline and postpaid wireless phones.
