The FCC should vigorously pursue policies to promote adoption of broadband by the elderlynand the disabled instead of concentrating on how to reclassify broadband, said CharlesnDavidson, the director of New York Law School’s Advanced Communications Law & PolicynInstitute. "We certainly don’t want to hinder peer-to-peer downloads of video, but there will benpoints in time where certain content has to be managed" to give priority to video relaysnbetween hearing impaired people, he said. Speaking on a panel with Davidson, Debra Berlyn,nexecutive director of the Project to Get Older Adults Online, said Internet use is growingnamong those older than 65. But "broadband adoption among the aging community is stillnquite low," and it "severely drops" as a function of age, she said.
