Major wireline Internet service providers are already acting as if network neutrality rules havenbeen imposed, so their businesses won 抰 be affected much -- including in raising money fromninvestors -- if the FCC adopts them, analysts said on an Federal Communications BarnAssociation panel. But matters would be much different if the commission put broadbandnservice under Title II of the Communications Act, one said. "I think from an investmentnstandpoint, it would totally freak people out ... which is not what the FCC is looking for rightnnow," said Rebecca Arbogast, Stifel Nicolas analyst. If the FCC acts slowly on regulatingnnetwork neutrality through its current rulemaking, there probably won't be much reaction,nArbogast said.
