Ohio's Public Utilities Commission approved Verizon 抯 sale of landlines to Frontier withnconditions including a $100,000 penalty for each shortfall on service standards. Thencompanies, commission aides and intervenor Comcast agreed to the conditions in December.nFrontier agreed to develop and carry out a plan to offer broadband in its service territory in thenstate, the commission said. That plan is due to the commission within six months after the dealncloses. It must deal with 108 exchanges identified by the state Office of Consumer Counsel asnbeing unserved. The carrier agreed not to increase basic local exchange rates in the statenwhile implementing the broadband plan. Frontier also agreed that, during the three years afternthe transaction closes, it will make $50 million in capital investments in the state, thencommission said.
