NTCA Questions Giving VoIP Providers Numbering Resources

Questions persist about allowing VoIP providers to become direct holders of public telephone numbering resources, the National Telecommunications Cooperative Association told FCC Wireline Bureau officials, according to a filing. The NTCA wants to know what interconnection system would apply if the VoIP providers sought “trunk-side” interactions; whether the VoIP providers instea plan to use “line-side” interconnection, through carrier partners; and whether a VoIP provider that gains direct access to public numbering resources could block calls to a carrier, “since the VoIP provider itself is not a regulated carrier.”
