Provider Complains About USF Subsidy Reduction Under USAC View of Exception

The Universal Service Administrative Co.’s “unauthorized interpretation” of the covered-locations rule has resulted in a drop of more than $2.6 million in support to wireless communications provider Smith Bagley, attorneys for the company told FCC officials. The exception requires USAC “to ensure that a competitive eligible telecommunications provider receives the same per-line support amount as the incumbent LEC for the lines qualifying for the exception,” the lawyers said in a filing.
