The Water Law of 3rd January 1992 brings into force a new, more integrated concept of water resource management. The outline policies for development and management of water (SAGE) are therefore real water management planning documents. A particular feature is the proposal for a new area of stakeholder activity: the catchment basin. Nevertheless, one conclusion arises from the studies carried out on the area SAGE at Ranee Fremur and Baie de Beaussais. If the hydrographic management unit is technically relevant, it cannot be isolated from stakeholders' activities, either within the actual boundary of the catchment area or outside it. Indeed, exchanges (import-export of AEP's, waterways...) allow us to set the actual basin boundaries in the strict meaning of the term, into a broader context related to the neighbouring areas. To this must be added social exchange and trade with other territories, which presents a problem of geographic "gap" between catchment and territorial areas. For this reason, a model representing the working of the SAGE area is proposed, extending to the area beyond the "proper" SAGE Ranee hydrosystem. The formalization of the roles of both sets of stakeholders has allowed us to suggest some guidelines to the Local Water Commission (CLE) of the Ranee SAGE to strengthen the consistency of public policy on the areas of different stakeholders and to undertake more relevant water resource management. 1. strengthening the legal relationship of SAGE with local development bodies. 2. putting into perspective the individual strategies of water management stakeholders in conjunction with the SAGE 's stakes.
