La gestion patrimoniale des réseaux d'assainissement : des objectifs des services à la modélisation

The managers of sanitation systems are increasingly worried about the condition of their networks due to the aging of the infrastructures, the evolution of environmental constraints, and the need to improve service quality. The management of the "patrimonial networks" is complexified by the fact that those are buried infrastructures the condition and evolution of which are not immediately visible. Hence, the incidents and measurements taking place at the waste water treatment plant often serve as warning indicators... Action 2 of operation 5/6 of the RERAU National Project ("Rehabilitation of Urban Sanitation Networks") involves about twenty French partners (local authorities, technical centers, research laboratories, etc.). Its objective is to produce a set of tools for the "patrimonial management" of non-accessible sanitation networks. The proposals, the elaboration of which is in progress, comprise 3 points: a) a performance indicator system, designed to define and hierarchize the investigation and rehabilitation needs; b) a set of concepts and models that enable exploiting the performance indicators within the framework of an economic assessment of the "patrimony"; c) a computer tool (demonstrator) for the simulation and evaluation of management strategies. (The present text deals with points b). The modelization work in progress concerns the description and the evolution of the network and of the regulatory constraints on the one hand, and the formalization of the managers' decisions on the other hand, in order to assess the effects of the rehabilitation decisions on the operation of the network and on the service. During a survey the current practical analysis concerning the planning of the rehabilitation works and inspection operations has been carried out in about twenty utilities.%Les gestionnaires de réseaux sont de plus en plus préoccupés par l'état de leurs réseaux du fait du vieillissement de l'infrastructure, de l'évolution des contraintes environnementales et d'un souci d'amélioration de la qualité de service. La gestion du patrimoine réseaux est d'autant plus complexe qu'il s'agit d'infrastructures enterrées dont on ne voit directement ni l'état, ni son évolution dans le temps. C'est donc bien souvent les incidents et les mesures faites à la station d'épuration qui servent d'indicateurs d'alerte... L'action 2 de l'opération 5/6 du Projet national RERAU ("Réhabilitation des réseaux d'assainissement urbains") regroupe une vingtaine de partenaires français (collectivités, centres techniques, laboratoires de recherche, etc.) en vue de produire un ensemble d'outils pour la gestion patrimoniale des réseaux d'assainissement non visitables. Les propositions, en cours d'élaboration, comprennent 3 volets : a) un système d'indicateurs de performance, utilisable pour définir et hiérarchiser les besoins en investigations et en réhabilitation ; b) un ensemble de concepts et de modèles permettant d'exploiter ces indicateurs de performance dans le cadre d'une analyse économique du patrimoine ; c) un outil informatique (démonstrateur) pour la simulation et l'évaluation de stratégies de gestion. Le texte proposé ici traite des volets b. Le travail en cours sur la modélisation s'intéresse d'une part à la description et à l'évolution du réseau et des contraintes réglementaires et d'autre part à formaliser les décisions des gestionnaires afin d'évaluer les effets des décisions de réhabilitation sur le fonctionnement du réseau et du service.
