U.S. Government Space Budget Overview

The Pentagon requested $582.7 billion for FY17, comprising $523.9 billion in base spending and $58.8 billion in the Overseas Contingency Operations account. The funding levels are in line with the Bipartisan Budget Act of 2015 (BBA15), which provided increased spending limits for FY16 and FY17. Spending beyond FY17 remains limited by the Budget Control Act of 2011, which provides spending caps through FY21. The FY17 base budget reflects a modest increase of $2.2 billion over the FY16 enacted level of $521.7 billion, while the OCO account remains flat. Combined base and OCO spending reflects an increase of $2.4 billion from FY16, or about 0.4 percent. More importantly, however, the request is $23.4 billion less than the Pentagon actually wanted to spend in FY17 under the FY16 budget plan. FY16 budget documents outlined a projected FY17 base request totaling $547.3 billion. The Pentagon does not forecast OCO spending, so the FY16 request did not include an OCO projection for FY17. Nevertheless, the BBA15 curiously included an allocation for the off-budget OCO account, to which the FY17 request adheres.
